H.E. Ambassador Alfredo Hardy Toro.

Ambassador Alfredo Hardy Toro is a distinguished Venezuelan diplomat and scholar. Since 2009, he has served as Venezuela's Ambassador to Singapore. His previous diplomatic assignments include Madrid (2007–2009), Dublin and London (2001–2007), Washington, DC (1999–2001), Santiago de Chile (1997–1999), and Brasília (1994–1997).

He represented Venezuela at the International Coffee Organization in London and served as Director of the Diplomatic Academy of Venezuela (1992–1994). His earlier roles include Adviser to the National Security and Defense Council and consultant to legislative foreign affairs bodies.

Ambassador Toro earned his Law degree from the Central University of Venezuela (1973), a Magister Scientiarum (1978), and a Legum Magister from the University of Pennsylvania (1979). He also pursued advanced studies in France and attended Harvard University’s program on international negotiation in 1984.

As a respected academic, he led the Centre for North American Studies and coordinated the Institute for Higher Latin American Studies at Simón Bolívar University. Though elected Simón Bolívar Chair Professor at the University of Cambridge in 2007, he declined due to diplomatic commitments. He is a Fulbright Scholar, a Rockefeller Bellagio Resident Scholar, and held academic posts at the University of Brasilia, University of Barcelona, and Princeton University.

Ambassador Toro has authored or co-authored 28 books, winning the Latino Book Award twice. He is a regular contributor to El Universal and publications across the Americas and Europe, and is affiliated with IGADI, a leading Spanish think tank.
