Professor Vicente Sinining is the founder and Managing Director of VCS Research, a not for profit organization incorporated in Washington, DC, USA in 2000 and registered at Rwanda Development Board in 2018. He serves as the publisher and chief editor of The Voice - the official journal of VCS Research. He is actively involved as an external reviewer of international scientific journals in Europe. He has served as Full Professor in various universities in Rwanda since 2016 and as a Visiting Professor in Autralia, Asia-Pacific, and Europe since 2013.
Professor Dr. Vicente Cabatania Sinining is the Founder and Managing Director of VCS Research, a nonprofit research and education consultancy organization incorporated in Washington, D.C. in 2000 and registered with the Rwanda Development Board in 2018. He currently serves as the Publisher and Editor-in-Chief of The Voice, the official journal of VCS Research. As a respected academic and editorial professional, he contributes as an external reviewer for various international scientific journals based in Europe.
Since 2016, Professor Sinining has held appointments as a Full Professor in multiple universities across Rwanda, and since 2013, he has served as a Visiting Professor in Australia, the Asia-Pacific region, and Europe. His academic journey began in 1988 and spans continents—including teaching assignments in the Philippines (6 years), the United States (18 years), the Pacific Islands (2 years), Africa (8 years), and Eastern Europe (3 years as Visiting Professor). Since 1996, he has actively supervised Master’s and PhD students and currently serves as an external thesis reviewer for universities in North and South America, Asia, and Europe. He resides in Kigali, Rwanda.
Professor Sinining also held significant diplomatic roles at the United Nations in New York, serving as an accredited diplomat with the rank of Counselor for Economic and Political Affairs. He represented the Permanent Mission of the Republic of the Marshall Islands under the direct authority of its President. Prior to this, he served as Senior Adviser to the Government of Nauru at the United Nations. He was designated a Scholar at Columbia University in New York and was appointed Senior Fellow at the United Nations Institute for Training and Research (UNITAR).
He is also a PhD Research Supervisor and External Reviewer with Intake Group Limited, a Kigali-based education consultancy that represents fully accredited universities offering Online Distance Learning (ODL) and on-campus programs in countries such as Mexico, Malaysia, Poland, Turkey, Ukraine, India, Canada, the United States, the United Kingdom, Switzerland, the UAE, Norway, Sweden, Australia, China, Singapore, and South Korea. Intake Group also functions as an authorized examination and invigilation center for graduate-level ODL students in Africa.
Professor Sinining has been Managing Director of Light Publications Limited since 2016. This Rwandan-based company publishes Light Magazine, a monthly publication that has maintained consistent circulation since its inception. It is registered with the Rwanda Media Council (RMC), the Rwanda Governance Board (RGB), and the Rwanda Utilities Regulatory Authority (RURA). Light Publications was established by Mr. Ernest Nyetera, one of Professor Sinining’s former MBA students. Additionally, Professor Sinining is the Senior Adviser to MNK Digital Group Limited, a Rwandan tech company offering affordable cooperative management systems to local cooperatives.
Throughout his academic career, Professor Sinining has served in senior leadership roles including Vice-Chancellor, University Principal, Vice-President, Provost, Dean of Graduate Studies, and Full Professor of Education, Leadership, Management, and Research Methods. In 2016, he was appointed Vice-Chancellor and Professor of Education and Management at Mahatma Gandhi University in Rwanda. Following the university’s closure in 2018, he transitioned to the Christian University of Rwanda as University Coordinator and Professor, and later became a Full Professor at the University of Technology and Arts in Byumba. In 2024, he was appointed Senior Adviser to Dr. Sina Gerard, Founder of Sina Gerard Enterprises Urwibutso.
Over the span of eight years, Professor Sinining served as a Senior Adviser and accredited diplomat at the United Nations, continuing to offer strategic guidance remotely to select Heads of State and Government from Small Island Developing States (SIDS) on matters of global governance and international policy.
Professor Sinining is also the official representative of Leading Advisors Marketing USA, an organization that provides full scholarships, work-study programs, and permanent residency pathways to students in the USA, Europe, and South America. Since 2016, he has represented the Hotel, Tourism, and Marketing Association (HTMA Global), which offers Bachelor’s, Master’s, and PhD by Research programs, honorary doctoral recognitions, internships, and international work-study programs in collaboration with European universities.
His academic credentials include a BS in Chemical Engineering (Philippines), a BS in Computer Science, a Master’s degree in Education, and a PhD in Education (United States). He was conferred an Honorary PhD in Management from Lithuania and a Post-Doctorate in Leadership and Management from the Netherlands. In 1994, he was listed in Marquis Who’s Who in America as one of the Most Outstanding Educators in the United States. He currently serves on the program council of the Cywilizacja i Polityka international scientific journal at the University of Gdańsk in Poland, and holds certifications as a Research Professor in Eastern Europe and as a Math and Computer Science teacher in the U.S. and the Republic of the Marshall Islands.
A passionate advocate of cultural diplomacy, Professor Sinining participated in the First White House Conference on Cultural Diplomacy in 2001, hosted by First Lady Hillary Clinton and Secretary of State Madeleine Albright. He remains an active supporter of emerging artists in both popular and classical music. During this period, he also served as Principal and Full Professor at the John Jay School of Diplomacy and International Affairs, under the Euclid University Consortium.
Originally from the Philippines, Professor Vicente Sinining has lived and worked in Kigali, Rwanda, since 2016, where he continues to make significant contributions in education, diplomacy, development consulting, and international academic leadership.
